The Center for Research in Electronic Commerce, UT-Austin, publishes a newsletter: Electronic Commerce News.

CIO Magazine gives an extensive overview on electronic commerce vendors/ solution providers with short descriptions and links, contributions on the topic, electronic commerce industry groups and associations and an online forum on relevant aspects of electronic commerce.

The Computer Technology Research Corp. publishes a monthly newsletter with topics such as electronic commerce, Internet, Intranet etc.

The OECD has published a number of influential and well-researched reports, among them "Business-to-Consumer Electonic Commerce" and "The Economic and Social Impacts of Electronic Commerce".

The ISO/IEC report "Work on Electronic Commerce Standardization to be Initiated" from 4/5/1998, can be accessed here under "Documents, N5296".

 John Sacher´s report "Ecommerce: Opportunities and Challenges for Government" adresses to the government in order to maximize the possibility to create new jobs and businesses related on the development of ecommerce.

KITE - Knowledge and Information Transfer on Electronic Commerce is part of the G8 pilot project 'A Global Marketplace for SMEs' and was set up as a tool for technology transfer to small and medium enterprises. The website includes a great number of case studies, most of them from Europe.

Projects and Initiatives of the European Union

The official Electronic Commerce Website of the European Union is a useful starting point for researching EU-supported projects and the political debate surrounding e-commerce at the EU level. Part of it is the "Guide on Projects in Electronic Commerce", a book by the EU Commission, which describes projects on electronic commerce, carried out under the 4th framework of programmes with EU support.

e-gateway is an e-commerce information project for small and medium enterprises in Europe. Besides getting access to lots of general information, users can search for e-commerce solution providers in an extensive online database.

CONDRINET strategies in global networks - was initiated by the European Commission and realized by Gemini Consulting. The study deals with the driving forces behind the development of a network economy in Europe.

"Best Business Web Sites" is an assessment of SME´s websites. An extensive research report is online.

Netzwerk Europäische Medienkompetenz (NEM) is a joint project of the European Institute for Media and the European Center for Media-Competence. A number of online reports give an overview over national initiatives and projects dealing with media competence.

Government Programmes

The French government´s programme PAGSI will democratise the use of ICTs and the Internet. It concentrates on following priorities: education, arts, the modernisation of public services, businesses and e-commerce, research and innovation, law-making.

Educational initiatives

EDUCASOURCE (in French) is a website about electronic resources for the benefit of all teachers: teaching products and information sources.

EDUCNET - a website for multimedia in education - connects people involved in education. Subjects are new information and communication technologies and the development of adequate methods.

The Ministry of Economic Affairs has commissioned a scientific paper on the development of Dutch e-commerce.

The Goverment's e-commerce site wants to help remove barriers and allow e-commerce to flourish.

The Ministry of Economic Development is responsible for the coordination of e-commerce policy across goverment agencies to ensure that regulation facilitates its growth and does not create barriers and costs to business.

Global Electronic Commerce is a website that promotes e-commerce initiatives, documents and academic papers and additionally a so-called "e-commerce laboratory".

National Level

An organisation on national level is GEA which introduces and promotes e-commerce in public and private sector.

SWIT-project (Sweden Information Technology) is a non-profit association that educates 10.000 unemployed persons within the area of ITC. Its aim is to solve the lack in competence in this area. (in Swedish)

KT@SME (in Swedish) is a project from NUTEK - the Swedish National Board for Industrial and Technical Development - which intends to promote the use of ITC  for SMEs by identifiying what kind of support they need from the public sector.

Stockholm Challenge Award invites IT-projects from all over the world to take part in the world´s most extensive IT prize of its kind.

Local and Regional Level

AC-net - a regional telecommunications network that connects all municipalities in the county. It is a fast and inexpensive solution. (in Swedish)

An international ICT-project "IT-Bridge" works in collaboration with Denmark and Germany to make local companies more competitive.

SMELINK  is a major Internet project to increase the competitiveness of SMEs. The idea is to build a platform for companies to find new partners and business opportunities.

EC in Norrbotten (in Swedish) on the one hand introduces e-commerce to the companies already selling to the public sector and on the other hand creates good conditions for companies to sell products and services via the Internet.

Blekinge has become an important region for ICT because of its projects Elektroniska affärer and BIT-Världshus.


Projects and Initiatives in the United Kingdom

Information Society Initiative of the Department for Trade and Industry intends to encourage businesses to take full advantage of the explosion of new ways to access, use and send information.

IT for All  is an initiative designed to help people understand and exploit the benefits of new Information and Communication Technologies in their everyday lives.

Trade UK focusses on those companies wishing to do business with the UK, which includes links to relevant British Government and Institution web pages.

Government-backed enterprise zone is the gateway to business information on the www for UK companies.

e centre uk is an association for standards and practices in Electronic Trade - the site gives pointers to other associations dealing with e-commerce.

The International Benchmarking Study 1999 intended to compare levels of ownership, usage and understanding of information and communication technologies (ICTs) by companies in the UK with those in Germany, France, Japan, Italy, Canada and the US. The annual survey is conducted on behalf of the UK government.

Government Programmes

A Framework for Global Electronic Commerce is a design by the Clinton Administration for a global electronic commerce policy.

The Department of Commerce held a public conference (May 25/26, 1999) to review the Digital Economy and examine the agenda for future research.

President Clinton´s speech (April 17, 2000) on "working to motivate young people to "GET CONNECTED" and to bring digital opportunity to all Americans".

Approval Safe Harbor Privacy Arrangement, initiated by the US Department of Commerce to bridge the differences between EU and U.S. approaches to privacy protection. Through an exchange of documents, the Arrangement enables the EU to certify that participating U.S. companies meet the EU requirements for adequate privacy protection.

A bilateral initiative between the USA and Colombia was signed with the intention to work together to promote e-commerce by setting up favorable conditions for its widespread use. It is a new cooperative effort to give opportunities for US and Colombian entrepreneurs: Joint Statement on e-commerce.

E-commerce Small Business Summit - A Conference in Washington DC (June 23, 2000) on providing small business owners with the information to help develop a strategic framework for participating in the new digital economy and evaluate potential solutions.

The US Department of Commerce is inviting 5-10 SMEs to participate in a joint US Government and private sector Business Delegation to a series of APEC meetings (June 19-23, 2000). Subject is the the growth and development of SME´s in the digital economy.

The COMDEX Conference (April 18, 2000) was held to challenge high-tech companies to take a leadership role in bridging the digital divide to all communities, families and youth.

Commerce Secretary W.M. Daley started his Closing the Digital Divide tour to point out the issue and promote efforts to close the technology gap with a visit to the Ralph Bunche School in Harlem in one of the least connected school districts in the New York Area.

The US Department of Commerce awards $328,245 grant to Operation Hope, Los Angeles, CA, to help small, disadvantaged businesses become involved in global e-commerce.

Meeting the Challenge (May 30-June 1, 2000) is a three-day-meeting with over 1,000 participants including economic development specialists, planners, non-governmental organizations, community based organizations and elected officials; also a number of high profile public and private sector speakers and presenters.

Private Sector Initiatives:

Alliance for Global Business (AGB) coordinates the leading international trade associations. It represents the bulk of e-commerce in almost all countries in the world including the AGB Global Action Plan for E-commere.

CommerceNet is the premier industry association for Internet Commerce launched in Silicon Valley/California. Its interest is to look for next innovations in e-commerce.

GBDe (Global Business Dialogue on e-commerce) is a response to the need for international coordination providing clear solutions to obstacles in online economy.

The initiative "Tausend ans Netz" of the IHK Ulm. (in German)

The "Electronic Mall Bodensee" sees itself as a platform for information exchange in the Bodensee region, from where goods and services can be offered or requested by anyone at any time. (in German)

The top associations of the Saxon economy have initiated the Saxon initiative "Electronic Commerce". The initiative is jointly carried by the Saxon Staatsministerium für Wirtschaft und Arbeit [State Ministry for Economy and Labour] and the Wirtschaftsförderung Sachsen GmbH.

The ARD-/ZDF-online-studies website presents data and background information about usage of online services in Germany. (in German)

The Land Nordrhein-Westfalen has set up an information marketplace called Electronic Commerce Infonet, to help the regional economy in e-commerce matters. Together with partners from the private economy, it gives away the e-Com Award NRW for innovative e-commerce applications from companies based in the region (in German).

Internet-Akademie: project supported by the Bundesarbeitsministerium [Federal Employment Ministry] and the EU. Courses and advice on the topic "Business on the Internet" are offered free of charge. The target group are mainly medium sized businesses.

DeMeS (Development of Media Services): joint project supported by the BMBF as a priority measure of the initiative "Dienstleistungen im 21. Jahrhundert" [Services in the 21st Century] and as such also includes the subject matter "Electronic Commerce".

AWBL Außenwirtschaftsberatung zur Absatzförderung für Klein- und Mittelbetriebe [advice on foreign trade and investment for the increase of trade for small and medium sized businesses] supports German SMEs in approaching new markets via the Internet.

bfai ( Bundesstelle für Außenhandelsinformation ): Market information about all important national markets in the world can be accessed online. (in German)

Sicherheit im Internet: Initiative of BMWi for promoting and discussing security on the Internet.

Educational initiatives like the "IT-Aktionsprogramm" (in German) of the Federal Government set a target for schools to be equipped with PCs and Internet connections by 2001. The most  important technology-related educational initiative (by the Federal Ministry for Education and Research & Deutsche Telekom AG) is "school to the net".

Private Sector Initiatives

Some company leaders including IBM, Hewlett Packard and Alcatel form the Init@tive D21. A publication from January 2000 explains the objectives of the most important initiative of German private sector.

Baden-Wuerttemberg Connected e.V. is an initiative of a network of industrial corporations that intends to make Baden-Wuerttemberg the leading German Internet region.

Global initiatives where some German corporations are involved: TransAtlantic Business Dialogue TABD and Global Business Dialogue for Electronic Commerce.
